This course builds the skills and knowledge you need to play an active role in NSW’s non-urban water metering reform. Developed in collaboration with the NSW Department of Climate Change, Energy, the Environment and Water (DCCEEW), WaterNSW and Natural Resource Access Regulator (NRAR) this course helps you understand the rules, systems, and technical requirements that underpin non-urban metering.
Whether you’re a trade professional, certified meter installer, or simply want to deepen your understanding of how the framework works, this course gives you the knowledge and confidence to work safely and compliantly.
This course also forms part of the Trade Meter Installer (TMI) pathway — a recognised route to becoming a Duly Qualified Person (DQP).
The aim of this course is to increase your knowledge so you can:
- Identify the core elements of NSW’s non-urban metering framework.
- Recognise the role and value of telemetry in remote water data transmission.
- Explain how closed-conduit flow meters operate and what affects their performance.
- Understand how meters send data using Pulse or Modbus outputs.
Equipped with this knowledge, you can develop your skills to:
- Assess a site for metering suitability, including data coverage and equipment selection.
- Install meters and Local Intelligence Devices (LIDs) to AS4747 standards and manufacturer requirements.
- Use key data systems to upload installation details and ensure water readings are transmitted correctly.
- Complete the Metering Compliance Process using the Installation Test Plan (ITP).
- Identify how and when to perform meter revalidation and maintenance.
This course is ideal for:
- Approved trades under the Trade Meter Installer (TMIs) pathway. To view the approved trades, see the ‘Definitions of DQPs’ section of the Non-urban water metering for installers page
- Certified Meter Installers (CMIs) looking for a refresher or returning after a career break
- Anyone interested in gaining a clear understanding of the rules, systems, and processes that underpin non-urban metering in NSW
Completing this course provides the foundational knowledge required to work under the Trade Meter Installer (TMI) pathway — one of the recognised qualification routes to becoming a Duly Qualified Person (DQP). Depending on your trade, you may be authorised to:
- Install both meters and telemetry – plumbers, engineers, irrigation technicians
- Install telemetry only – electricians, telecommunications technicians
Please note: TAFE NSW does not manage or process DQP registrations. This registration process is administered by WaterNSW.
Throughout the course, you’ll complete short knowledge checks to reinforce your learning. To receive your certificate of completion, you must complete the final assessment quiz and feedback activity.

Participants are required to complete the course within the TAFE NSW LMS. There is currently no option available to host courses on external LMS platforms.
If you would like to purchase courses for your staff (less than 10), each participant will need to complete the checkout process separately (e.g. select the “ADD TO CART” button for the desired course or courses, and then continue through the checkout process). The participant’s details are to be entered in the “ACCOUNT DETAILS” section. The relevant credit card details can then be entered in the credit card payment section. The screenshot below shows an example of the checkout screen and where to enter this information.
The details entered in the “ACCOUNT DETAILS” section will be used to create an account for the participant. The participant will then receive a confirmation email with login instructions. If the course is a paid course, they will also receive an invoice for your records.
If the same PC or device is being used to process multiple orders, please ensure you are logged out after each order is complete.
